Can't locate Menu Icon To Change Pop-Up Blocker Settings

I am trying to change my pop-up blocker settings but the menu icon does not show the options icon to reach content to get to pop-up changing options.

Hit the Alt key, then Tools > Options--> Content.

You can also type about:preferences<enter> in the address bar.
