Unable to log into websites even though cookies are enabled. How so I fix this?

I've checked and rechecked that cookies are enabled as prompted by the help section. I still am unable to log into some websites that require accounts and passwords. Am unable to order from online retailers and such. I've deleted cookies, enabled cookies, done all I know to do. Please help. thanks.
