FF Does not remember application action setting

I have reset the default application action for a TIFF file download in my options>applications to MS Office Picture Manager. When I try to download another TIFF, the download screen shows the old application action, not the MS Manager application. I have closed and restarted FF to no avail. Ideas please. Thank you.
