can't seem to be able to set up a new folder in bookmarks.

when i click on 'bookmarks' - 'show all bookmarks', am having trouble setting up a new bookmark folder in the bookmark menu section.

'new folder' in the toolbar is grayed out. have created many folders before - what's going on?
