Hey so sorry to hear this happened! What have you tried to resolve it so far? To me, it sounds like just reinstalling the browser on her Android phone should work. And then it should automatically start resyncing from the laptop. If it doesn't, then you'll have to add the correct Firefox Account login information back into the Firefox for Android browser & that should force it to finally redownload the bookmarks.
