thunderbird download dmg gets reported as incomplete or damaged

on Mac mini running 10.13 I have been using Thunderbird for many years. Most recent update crashed. After downloading .dmg from website and clicking on the .dmg file, it appears to install. But then clicking to open it says that it can't open because the file is damaged or incomplete. Even Time Machine won't let me replace with older version (from May 18)
