sync doesn't sync the noscript add-on

I've setup firefox sync on 2 devices using the same account. one device is windows 10, the other Mac.

I installed noscript add-on on windows 10, and I found that this particular will not be automatically installed on Mac. no matter how many times I hit the "sync now" button on both devices. It doesn't work either the other way around (install on Mac, it doesn't sync to Win).

However, If I just install another addon on either device, for example emoji keyboard, it syncs to the other device almost instantly. while the noscript addon still not getting synced.

this problem is now driving me crazy. could anyone help me with this?
