My cache won't delete completely. How do I fix this?

When I try to clear cached web content in Firefox 49.0.2, there's always 992 KB left over.

I deleted the cache2 folder, but that didn't clear the 992 KB of cache.

I started Firefox in Safe Mode, but that didn't help either.

So I went to about:cache, and everything was empty except for the disk cache:

Number of entries: 46

Maximum storage size: 10240 KiB

Storage in use: 838 KiB

Storage disk location: C:\Users\Username\AppData\Local\Mozilla\Firefox\Profiles\faxic52q.default\cache2

If I visited a website, I would see the cache entries from that website, but I'd never see these 46 cache entries.
