Activate portal window to connect to commercial network

I can not get Firefox to link to a portal site that is provided by the ISP that serves my hotel. This portal asks me for a password and once verified, completes the internet socket connection.

Firefox 49.0.1, MacOS 10.11.6, MacBook.

MacOS now has a Captive Network Assistant app that is launched when MacOS 10.11.6 initially loads. This brings up some disconnected browser window that shows the portal page with the area to insert the password.

I disabled this function following directions provided by a staff writer for MacWorld because this window is not a complete browser and is difficult to use because it won't remember passwords nor will it interface properly with 1Password.

I used to be able to type the hotel website address or a generic website like Google.com or the portal website to get Firefox to bring up the portal page where I could insert the password. This function is no longer working for me.

Please publish procedures I can follow to activate this portal page retrieval function that will enable me to connect to the hotel's ISP through a WiFi network.
