When writing or forwarding an email the toolbars disapear. This occured after upgrading to 38.4.0

After upgrading to version 38.4.0 the toolbars for File Edit, VIEW etc and Send Spelling Attach are no longer visible. I have not found a way to turn them on since "View" is no longer visible to turn them on.
