Not directly in standard Thunderbird.
However I know of (and have used) three ways to operate a shared address book.
1. Thunderbird can use LDAP, which is capable of publishing a communal calendar. I use one of these at my workplace. Note that is is read-only, and you need a tame geek to set things up for you.
2. You can create an address book on one of the free services, e.g. Google Contacts, and use an appropriate pug-in to synch Thunderbird with it.
3. There is another plugin which allows an address book to be synchronized to a remote storage medium. I don't know how well it works with multiple users. One option is an email server, so youcould set up a communal email address to use just for this. Other options are an ftp server, which you could run yourself, or you could make use of ftp access offered by your ISP or webhost service.

Googling for +thunderbird +address +book +sync will throw up several similar solutions.
