Want to return to folder Dowloads as default folder

After migration to new PC I created the default folder for Downloads as the Desktop. As during a rebuild the Dowload Folder is deleted. I deleted the Folder " Downloads". I now want to change the default back to a new folder called Downloads. I cannot in Settings get it to take this folder, cannot delete the existing folder (C:\Users\James Euler\Desktop\Downloads). How should I proceed to return to Downloads, or where should I place the new folder "Downloads" so that it becomes the default location for each download? Where should this Download Folder be located?Thanks in advance, as I had no problem making the new default. James

Now I see that I needed to go to C: Users and then saving the newly created Folder "Downloads" it then became the default as I look in Settings, Files and Applications. Just a quick confirmation that I am correct, please. I was not trying to change the default location in the proper place, was in the quick look up.
