If I click a download button for a video on a website and nothing came and nothing shows up in the download folder, could it suprise me later and pop up unexpectedly? If so, is there a way to prevent it from downloading.

A download would only occur while you have that URL opened or the download successfully started if the browser is open. If it failed, it failed. It may be in the download list with an incomplete tag if it had actually started a download at all.
