Not able to type in web address section without clicking on it first

First primary question: I'm not able to type in web address section without clicking on it first when using private browser. Clicking on a new tab or using non-private browser works as it should without clicking on the web address section first I can type in the web address.

Second question: When I go to Help~>"Restart with add-ons disabled". My guess is I'll be able to enable them again manually after trying safe mode, is that correct? Or will I lose them & have to download them again?

I was previously able to type in the web address without clicking the browser address window first. It's only a slight annoyance since I can click on a new tab & that activates the web address in either tabs address window without clicking in that area first to enter the web address or url. This has been happening through the previous 3 or 4 updates, I'm currently using 80.0.1 (64-bit) & Windows 10.
