sound on any video stops randomly for a few seconds every few seconds

youtube, netflix, any media i try to watch just stops for a bit, continues, stops... only the sound tho, the video keeps playing with no buffering. chrome and videogames work perfectly, so it's not the computer. i have restarted it, updated it, and whatnot, but it keeps happening.
