Firefox Windows 10 scroll jumps

Firefox - Windows 10 (Enterprise LTSC 2019 - build 1809) scroll randomly jumps up / down mostly up. I tried everything to no avail - by that I mean changing the input driver (Synaptics touchpad) setting, restarting Firefox with add-ons disabled...The scrolling still happens. I would really like to solve the issue as I really like and want to use Firefox browser.

Does it still happen when Use autoscrolling is disabled in the Options? Or Use smooth scrolling?

Does it happen with a mouse?

Does it happen in other programs? Does it happen with a new Firefox Profile?

Yes it happens with a new profile and yes it happens with autoscrolling turned off. It may be a Windows 10 related problem as I never had this issue with Linux or Windows 7, 8.1...
