After creating an email message, I click on attachment button to attach a file or pdf document to the message. The file explorer screen opens for a second then closes, giving me no opportunity to attach anything.

Does the same issue occur if you add an attachment via the drag & drop feature?

Tried dragging and dropping. That did work. That will be a good work around but I would still like to solve the original issue. Please help with that if you can. Thanks

In Thunderbird main window go to menu Help > Troubleshoot mode ... and follow instructions. After restart in troubleshoot mode try again to attach files via the "Attach" button.

Tried in troubleshoot mode. No change same problem. Dragging and dropping works fine, but using either attach button/link at top right or bottom of new message window fails. A quick visual of the file explorer window opens, then immediately closes. Very frustrating. Help if you can please. Tim

I can't give you further help. I can't reproduce your issue but I'm using the Mac version of Thunderbird. Maybe this is a bug in the Windows version and I hope that a Windows user will test it.

I can't reproduce on Windows, and doesn't sound like a Thunderbird issue.

Perhaps try Windows in Safe Mode.
