Not with QF, but do a Classic Search (Ctrl+Shift +F) and set the filter to Tags + isn't + <particular tag>.

https://addons.thunderbird.net/en-US/thunderbird/addon/gmailui/ is a nice tool, but only gets you part way there. "l:NA" will show all messages that have no tag.
