When hovering over something that should display a mouseover effect all that happens is that a tiny box appears next to the cursor. I have reinstalled Google toolbar.

The Google Toolbar can cause problems with tooltips like you described. If reinstalling the GT doesn't help then you have to uninstall that toolbar.

This worked! I uninstalled the toolbar then reinstalled it. Now everything is fine again!
