Firefox keeps adding a "Downloads" folder to my hard drive. I don't want it. Keeps coming back after deletion. How do I PERMANENTLY delete it pls?

Firefox keeps adding a "Downloads" folder to my hard drive. I keep deleting it but it comes back. It is a nuisance I don't want. How do I permanently get rid of it pls? Cannot see anything in TOOLS - OPTIONS.

Go to the Startup, home page, tabs, and download settings, and beside where is says "Save files to", click on Browse to select a different folder.
