Do Tab Groups behave like Bookmarks?

I recently had an issue where I accidentally closed Firefox in such a manner that it did not save my Tab Groups... Should that be possible?
I am trying to recall the steps to cause this to happen. At the time I had two Firefox windows open: one with all of my usual tabs, and one with a single tab open. I believe the steps were as follows...
- Closed Firefox window with all of my usual tabs open
- Closed Firefox window with the one tab open
- Opened Firefox, and the session with one tab open came up
- Closed that session
- Opened Firefox again, one tab open
- Checked the 'List all Tabs' - Recent tab groups, Show All - This was blank
I assumed that Tab Groups would survive sessions being closed like that like how Bookmarks do, am I wrong in that?

Tab Groups do not behave like bookmarks, they behave more like Tab Restore functionality — as long as there's a tab in that group present. This sounds like you closed off the window containing all your tabs from that Tab Group, so it got emptied — and then later did not restore that window containing these. (In step 3. you'd still have that "restore previous window" option available.)
If you intentionally "Save and close group" on the actual group itself, that set is then saved between restarts even if gone from your visible tab list, and will be in that "all tabs" dropdown.
Right! I believe what you're saying is correct in what happened to my tabs and their groups.
That said, I could have sworn that a couple of the groups I did 'Save and close group' with, but they also were not present in... 'List all tabs' - 'Recent tab groups, Show all'... That makes me think 'Save and close group' doesn't function as intended.
I'll try to test this a bit and see if I can recreate it, thank you for the response!
Do you use "reopen last windows…" on browser start regularly? If you ever get that restore to fail to reopen your last session, that's also the point when any saved groups would disappear. (Now the tricky part is for folks who do not use this functionality per se… when the sessionstore fails, they actually can't tell the closed tab groups failed along with the sessionstore the don't really see:[…)
If you check your profile folder on disk, there is sessionstore-backups folder — you might find assorted older states captured there, from updates, crashes etc. — to see if your tab groups are in some of these session stores.
(You can e.g. create a new empty profile, and copy these backup files individually to the new profile as "previous" sessionstore, to have it reopen that session snapshot for you, for investigation.)
Would Sync help protect saved tab groups in a case like this, or are they currently stored only as part of the local session data?
