Windows header no longer shows up above/behind the Firefox window (Maybe TB). Is that a Mozilla thing or Windows thing?

Unclear. Do you mean the title bar like in my screenshot? Post a screenshot of the upper part of the TB window.

Windows (or Firefox) USED to display the WINDOWS window header ABOVE Firefox header so you could access windows. Not there any more. Did WINDOWS make it go away or did Mozilla build make it go away? As I recall, it could be toggled on or off SOMEWHERE. I can't find that toggle.

Without a screenshot, I'm still not sure what the 'Windows header' you refer to actually is, but it's almost certain FF/TB didn't cause it to disappear. Try asking at https://forums.mozillazine.org/viewforum.php?f=38 or https://www.reddit.com/r/WindowsHelp/.
