Cannot send e-mail messages in Thunderbird
Keep receiving a pop-up messages, saying that my PDQ (My old ISP, now is Rise Broadband) settings are out of date. Contacted my ISP and rec'd help to reconfigure. Now, I am unable to send messages from my Inbox (Thunderbird). Rise Broadband has given up and tells me to contact Thunderbird. I am an elder user and 'reading' anything technical is beyond my capacity. Can anyone help me?

Your post confuses me with words about PDQ and also about Rise Broadband. Is PDQ part of the problem? IS this a POP or IMAP account? I did locate some info of possible use:
input server: securemail.risebroadband.net (for POP: port 995, SSL/TLS - for IMAP: port 993, SSL/TLS) SMTP server: securemail.risebroadband.net port 465 and SSL/TLS - or port 587 and STARTTLS
Is that what you are using?
