When I add the New Window button, the New Tab button moves to the right instead of next to the tabs.

Normally the new tab button (little plus sign + ) is to the right of the rightmost tab. But when I try to add the New Window button (anywhere), the New Tab button moves to the right (like new the Group your Tabs button area.)
