Firefox shaking and bouncing

My Firefox will randomly bounce and shake violently on my second monitor.

This appears to have carried through to an entirely new PC and monitors and I've not been able to resolve it in months of trying.

I have removed and reinstalled Firefox, disabled hardware acceleration and even bought a new graphics card.
