The new search bar widget is behind the "browser.search.widget.new" pref in about:config and got enabled in 149.

  • 2017842 - Enable browser.search.widget.new in release

You can follow the discussion of the new widget via this meta bug. 1974218 - NEW - [meta] Re-implement the search bar using urlbar modules
