Bookmarks keep coming back

So Every time I delete bookmarks they not only come back but they come back with a few extra of the same thing, I have Sync completely off and its still doing it. Please can someone help guide me in the right direction to get this to stop, I can Leave them alone and it now just keep adding them, so i have 5 or 6 of the same bookmarks I deleted an hour ago, a few days later it will add 2 more.

Ok tanks for the no help, I still have not figured it out why they keep coming back, if I add a new one, I can never delete it as it will jst start coming back
