Fonts preferences changed but Firefox still uses Noto Sans as default font

I have changed the fonts in preferences to my desired font and unchecked "Allow pages to choose their own fonts,...". After this, Firefox defaults to Noto Sans and other Noto * fonts. What would be problem and how can I fix this?
