Wishing to view my own html file in my Ubuntu Linux system I pressed the Alt key which I thought would give me a "File" menu. I could not see one. How do I get it?

Try alt+f. The shortcut to open a file is ctl+o.

Does it still happen in Troubleshoot Mode?

You can try Firefox from the official Mozilla server if you currently use a version from the repositories of your Linux distribution to see if it behaves differently.
