I need to make a new profile for testing purposes. I have the list of modified preferences in the about:config page. Couldn't I just replace each modified preference one by one with the values from the old profile to replicate all of the settings (even those that appear in the settings menu)?

I don't know. Try it. You can check Settings in the new profile to see whether it matches.

Note that not all bold (modified) preferences on the about:config page are coming from the Settings page, so be cautious with transferring pref settings to the new profile as a lot of them are used internally by Firefox, especially prefs that have a Unix time string as their value.

WARNING: modifying prefs directly via the about:config page can sometimes break Firefox or cause strange behavior, and there is no guarantee that this will keep working in future Firefox releases, so be cautious with modifying prefs if you aren't sure you understand their purpose. You should only do this if you know what you're doing. You can possibly search the source code to check what a pref is about.
