I swear there was an option for that. I accidentally right clicked the toolbar and clicked on Something that messed up the very customized way I had my toolbar set up. Then I realized the Refresh button was missing. I go to put it back and something feels VERY off. I realized that the Refresh button is not part of the URL bar. I am not sure if it was part of it before, but I know for sure it was an option at some point.

That was the case a long time ago. Back then this was the combined Stop/Reload/Go button. In current releases only the Go button is in the location bar container and the combined Stop/Reload button is a button you can customize and place at any position on one of the toolbars, but you can't place it in the location bar container.
