But recently I have encountered a critical problem! I have a site on my local server (Denwer WAMP) that I'm working on.

I make changes to the site's css and see how it is displayed in firefox.

But there are no changes-through the inspector you can't see that I changed something in the css. At the same time, if I open the same site in another browser, for example, in Chrome, all the changes are visible. And firefox does not display until you completely clear the site you are working on from the history, because even a forced update via ctrl+shift+r does not give results!

Does it make a difference if you disable the HTTP cache in the developer tools settings (F1) or via the Network Monitor ?

Yes it helps, but in another browsers all worked wihthout it

and I think there were no such problems in firefox before either

If disabling the HTTP cache works then you will have to use this. That setting is probably there for a reason like this.

Firefox 79+ versions are more aggressive about caching CSS.
