Downloads often fail, but always work when trying a second time

I've had this problem with Firefox for the past couple of months. A lot of my downloads fail. I'd say about 50% of them. However, the failed downloads will ALWAYS download successfully when I try getting them a second time.

Things I've tried: -Disabling my add-ons one by one -Restarting in safe mode with all add-ons disabled -Uninstalling, wiping all settings, reinstalling, and trying before installing any add-ons

None of this fixed the problem.

I'm at the end of my rope here, because I download files so often for work. This slows me down so much. I really want to keep Firefox but I'm probably going to have to switch to another browser soon. Any help would be appreciated!
