In Windows 10 to show libraries in File Explorer you have click on the Navigation button and be sure "show libraries" is specified. But the libraries don't appear when saving or adding an attachment in Thunderbird.

Not sure I understand. In the attached picture, Libraries can be selected by clicking the chevron in the navigation bar. Same for adding attachments. See the 2nd picture for File Explorer settings.
