Why cant I drag or right click new bookmarks to any folders to save for a later time?
60.7.0 Firefox version.
I have tried redoing the chrome folder and can get it to work for a day or two and then it stops working.

[v57+] Places Maintenance is built into Firefox.
Type about:support<enter> in the address bar.
You will find Places Database near the bottom. Press the Verify Integrity button.
When done, copy and post the results here.
What are you dragging and to what folder? Is this to a folder on the Bookmarks Toolbar or otherwise ?
Can you drag the tab on the Tab bar if you currently do this differently?
Can you create a new bookmark via the bookmark star on the location/address bar?
The "Edit This Bookmark" dialog that opens if you click the highlighted star has a checkbox with "Show editor when saving" (shortcut key in the dialog is Alt+S). This item is at the bottom just above "Remove Bookmark" and "Done".

Nothing happens when I click the "Verify Integrity" button, in fact the mouse arrow doesnt change to the finger pointing as it does on a typical clickable link??

When I try to drag a new bookmark to bookmarks or to tabs I have saved on my toolbar....nothing happens even when I right click to save a new bookmark. I cant drag from existing bookmarks and add to toolbar either.
Reboot the computer. Then,
Start Firefox in Safe Mode {web link}
A small dialog should appear. Click Start In Safe Mode (not Refresh).
