Dictionaries for TB 65b can be downloaded here:

https://addons.mozilla.org/en-US/firefox/language-tools/

Download the xpi installer (right-click, Save Link As..) and install from Tools/Add-ons/Dictionaries in TB.

I installed German language pack, and the addon page shows Deutsch (DE) Language Pack installed, but all of (within Write a message body text) right-click "Languages" and in Write/compose window menu Options/Check Spelling Language, and Edit/Preferences Composition Spelling only offer me "English (United States)" as the only language or "Download more dictionaries" which I already did. Thunderbird 60.5.1 (64-bit) installed and updated via Ubuntu.

Language packs affect only the menus and other interface elements. For spellchecking, a dictionary must be installed. There are 7 German dictionaries listed here. To download an installer, right-click the green Download Now button on the dictionary webpage, Save Link As..., and note the location of the downloaded xpi file. Open Tools/Add-ons/Dictionaries, click the gear icon next to Search, Install add-on from file, select the xpi file. Adjust the spelling settings in Edit/Preferences/Composition/Spelling.

Some dictionaries may not install in TB 60 unless you first open Tools/Options (Linux:Edit/Preferences)/Advanced/General/Config. editor and double-click the preference extensions.strictCompatibility to false, OK to close Options.
