I have gone through the process of specifying the font itself and the desired size (12 point) and the minimum size (12 point). Seems to have no effect.

I can increase or decrease the size of a specific email by using the big/small button displayed above the text block but only to preset sizes (tiny, small, medium, etc.) or via the keyboard (C+ or C-), but it's only for that particular message.

not points, pixels. so you have already reduced sizes by about 30% by specifying 12 pixels high for text. How about not specifying a size, you will see in the write windows that the size is specified in larger and smaller, not a number. In compose options it is also set to medium by default. That is so the receiving client can work out what is the right size for the screen it is being read on.

While you can "force: a display size in the display options, this is only so if you turn off the allow messages to use other fonts option and it only applies to reading panes not writing/ composing.
