I would have thought the text was clear, so I am guessing it is the background you don't have.
Encrypted connections (SSL/TLS mostly) use certificates issued in a chain of trust to encrypt the communications betwen ou and them. Your providers certificate has expired so Thunderbird is not playing. Ring them and advise them to get with it. They have a problem.
