what exactly is the error message? Verbatim please.
"Send Message Error Sending of message failed. An error occurred while sending mail. The mail server responded: [VO-1] Message blocked due to spam content in the message.. Please check the message and try again."
For the record I was able to successfully send using webmail and gmail.

I'm afraid that's not relevant because you are already logged onto the server.
When you send via Thunderbird, it is third party, so email has to get received by smtp server and pass the server spam filters before email will send onwards. A different process from using webmail.
Server filters do not like something in your email.
Are you able to send an identical email but with no attachment? What is the extension of the document you added as attachment ? Do you use a signature with images and links ? Does it effect sending to a particular email address or any?

attachments with extensions .docx, .doc, .pdf all work
3. No signature used 4. Fails when sent to any address

downloaded from where ? Is it an image you copied from a website ? an image you received in an email ? Where is the .jpg image stored? on your computer or a share file folder or one drive etc ?
What size is the jpg image ? What is the filename ?
Are you sending an email that has no content just a jpg attachment?
Three attempts with different attachments-all failed. All are stored on my "C" hard drive. All have content. Details follow. 1. Downloaded from internet Bing browser. Size: 1.0 MB, Name: Bing Wallpaper.jpg (color picture) 2. Scanned to hard drive. Size: 69.2 KB, Name: Uncle Bob Seiler.jpg (black and white picture) 3. Scanned to hard drive. Size 570 KB, Name: Scan.jpg (mostly black and white text)
