Why does Firefox not restore open tabs after updating when it specifically says it will do so?

The last three times Firefox has displayed that popup in the upper-right corner of the screen inviting me to select "update now," with the assurance that all open tabs will be restored after the update, nothing has been restored except my home page once Firefox restarts.

If Firefox does not intend to restore tabs, why on earth would it say it is going to do it? This is about as user-unfriendly a move as they could ever do, short of blowing up the computer entirely. A fix for this would be nice to have, but more to the point, why is a fix even necessary when Firefox positively states that all open tabs will be restored?

I understand that nothing human is perfect, but errors are one thing, and persistent failure to do something straightforward that is promised is another thing. What's going wrong here, and if Firefox is going to persist in this unfortunate behavior, what can be done about it?

All three times this has happened, including the one just now, the tabs were open when I clicked the button to activate the update. If it crashed three updates in a row, something is desperately wrong with Firefox's system somewhere.

Furthermore, upon checking Firefox History, I see this list: -Recently closed tabs, -Recently closed windows, -Clear recent history..., and -Recent history (Empty). All of these are greyed out except -Recently closed tabs, and the only listing in that category is a tab that I opened and then closed after the Firefox restart following the update.

Furthermore, -Restoring previous session, which, according to page that came up when I used that link you furnished, is supposed to appear between -Recently closed windows and -Clear recent history..., is not there at all.
