Are you missing the key icon drop-down that usually appears after you submit a new login, or the "Create New Login" button at the lower left of the Passwords page?

If that one does not appear, the Password Manager might be turned off. See: Password Manager - Remember, delete and edit logins and passwords in Firefox

This page seems to require a pretty large window. If it's not wide enough or not tall enough, some content along the bottom is pushed out of view. You can try:
(A) Enlarge the window to its maximum, and/or
(B) Reduce the zoom level of the page -- here's how:
On Windows/Linux, hold down the Ctrl key and tap the - key once or twice.
On Mac OS, hold down the Command key and tap the - key once or twice.
Any difference?
