Zte open c. At&t. Can't get on internet unless I am on WiFi. No cell data. Can make calls and text but no internet.

Please check you Internet settings, call you network service provider and ask them for settings or you may have to do manual configuration.
Since its working on WiFi so its not the problem with the browser .
contact your telecom operator for more help on this issue.
