the tabs disappeared at the top, and when I move the mouse up to the top, they do not reappear and I am stuck on the page!

the tabs recede into the top of the screen, along with the toolbar. sometimes, when I move the mouse up to the top, the tabs and toolbar reappear, but sometimes it gets stuck and I am stuck without the toolbar. I can only navigate from the page I am on. I am not the most computer savvy but I am good at following directions! so if you could instruct me how to adjust the settings so the tabs and toolbar remain permanently at the top of the screen, I would really appreciate it, thank you.
