I am using FireFox Quantum 68.0.1 on a MAC Powerbook which uses MacOS Sierra 10.12.4

What happens when you want to enable that feature ? Is the button greyed out ?
If so, would you please check to see if maybe you're in permanent private browsing mode :
Options/Preferences => Privacy & Security => History
Choose : "Use custom settings for history"
Make sure that "Always use private browsing mode" is unchecked.
Any difference ?
Are you using any password add-ons/programs?
If McCoy's suggestion does not help,
Start Firefox in Safe Mode {web link}
A small dialog should appear. Click Start In Safe Mode (not Refresh). Is the problem still there?

Can you modify signon.rememberSignons on the about:config page or is this pref locked?
You can open the about:config page via the location/address bar. You can accept the warning and click "I accept the risk!" to continue.
