When I click bookmarks menu or button, I get a list of bookmarks. When I use the mouse to scroll to bookmark, the URL is displayed and disappears in a fraction of a second.

Are you talking about the yellow tool-tip when you scroll the bookmark menu that shows up? What is strange it that there are no about:config entries for this.

Does this happen in Safe Mode or if you Reset Firefox?
