Please note that ESR only gets security updates. It doesn't get feature updates.

Correction, the built-in VPN is currently only in Firefox 149.0 and later versions.

Since the next major ESR version Firefox 153.0 esr will be based on the Firefox 153.0 Release (July 21) it will likely have the built-in VPN unless otherwise. The built-in VPN feature will likely still not be available in enterprise environments though.

The current Firefox 140 ESR is based on the old Firefox 140.0 release but with security/stability fixes since and last update will be Fx 140.15.0esr out Sept 15. This is why it does not have the built-in VPN feature.
