a specific email sender is going to junk even though I have repeatedly marked as not junk. I reset the adaptive control but it still did not help. Perhaps a specific rule for that sender. He is in my address book but can't stop his emails from going to junk or spam

Yes, a specific filter will fix it.

The best method is to whitelist the sender through webmail settings, especially if the provider's filters are the cause.
