downloaded latest tbird. odbcbcp.dll gone. reload. same problem

downloaded latest update on tbird. now when i start it, error that 'odbcbcp.dll' is missing and to reinstall the latest version. when offered to run, it does run. when I close and click icon to restart, get same error message 'odbcbcp.dll'. how can i go back to the previous version OR how can I fix this?
