missing mail toolbar

There is no longer a mail toolbar and it doesn't show up in the toolbar menu. I am not very tech savvy so don't understand what a unified toolbar is. Anyway, I wanted to tag a message and can't find a way to do it. Thanks for any suggestions.

What entries are on the mail toolbar? I ask because the name may have changed. Do you have the menu bar (File, Edit, View, Go, Message....)? When you click the 'new message' button, do you see a Send button? To tag a message, rightclick in the message list pane and that option should appear.
