If no account has been setup, i.e. fresh installation, new profile, etc., the "New Account Wizard" doesn't display an option to add an e-mail account if Thunderbird is launched from a mailto link.

pretty much an edge case, But I suggest you file a bug. https://bugzilla.mozilla.org/home
